Why "budget 1.5% to 4%" is such a wide range
Because land transfer tax is progressive, and Toronto charges it twice. The professional fees barely move; the tax does all the work. Below, the same lawyer, title insurance and inspection at every price.

HST at 13% applies to the lawyer's fee and is included above. It is the item people most often leave out.
What this does not include
- The down payment. Closing costs are on top of it. A buyer who saved exactly 20% and nothing more is short on closing day — this is the mistake that derails deals.
- CMHC mortgage default insurance. With less than 20% down the premium is normally added to the mortgage rather than paid at closing — but the 8% Ontario tax on it is cash, on the day. The CMHC calculator works out both; add the tax under Other above.
- Property tax and utility adjustments. Reimbursing the seller for what they prepaid. Usually small, and it depends on the closing date.
- Moving, and setting up. Real money, but not a closing cost.
